How 【When Linked】 works

Pairing any Pilot puts it under a Unit, but the Unit only becomes a Link Unit when that Pilot satisfies the printed link condition, which is either a named character or a trait. 【When Linked】 fires at the moment the right Pilot lands on the right Unit.

It is a one-shot trigger tied to the pairing event, where 【During Link】 is an ongoing state. The reward is for deck-building discipline: you only collect it by actually running the Pilots the Unit asks for.
