How High-Maneuver works

A Unit with <High-Maneuver> can't be blocked — the opponent's <Blocker> Units can't rest to redirect its attacks, so whatever it attacks is what it fights. Against a board hiding behind blockers, High-Maneuver attackers go straight through to shields or pick off the exact Unit you want dead.

It only bypasses blocking. The opponent can still respond with Command effects during Action steps, and battle against the chosen target resolves normally.

Playing with and against it

High-Maneuver's value scales with how defensive the opponent is — into a blocker wall it's the difference between hitting the wall and hitting shields. Defensively, since you can't block it, your options are removal, damage-based interaction during the attack, or simply racing: an unblockable attacker also can't be chump-blocked to buy time, so the math is honest on both sides.
